Dear Guix,

I would like to add an R package for numerical math.  It is a
math-related package, so I put it in maths.scm.

The patch is really straightforward since it's a small package
without any other dependencies than R and the R build system.

I applied it as ec8c7e473, adding a colon after "gnu" in the commit
title, and with a simplified but equivalent synopsis.
