bug#41603: How To Resolve "guile: warning: failed to install locale"

It seems the local build aspect is broken for me for glibc-locales so to
solve this, as root I did:

# guix archive --authorize < \
     ~root/.config/guix/current/share/guix/ci.guix.gnu.org.pub

It seems to have fixed my issue.
