I think it cannot be made more optional than it currently is.
=E2=80=98MAKEINFO=E2=80=99 is currently defined as:

  MAKEINFO =3D ${SHELL} =E2=80=A6/build-aux/missing makeinfo

meaning that you get a warning when =E2=80=98makeinfo=E2=80=99 is missing.

Regardless, I would recommend the following to set up a development
environment for Guix:

  guix environment guix

I realize this wasn=E2=80=99t documented, so I=E2=80=99ve added it to =E2=
=80=9CBuilding from
Git.=E2=80=9D
