Basically, anything that ends up as part of the expression passed to
=E2=80=98build-expression->derivation=E2=80=99 runs in the builder.  In pra=
ctice, most
of the arguments to =E2=80=98gnu-build-system=E2=80=99 are in this category.

I guess I (or anyone else who feels confident) should write doc for
=E2=80=98gnu-build-system=E2=80=99, and that would help clarify things.
