Thanks for your report.  Guix has a bad time with this…  Somehow 1.3.0
is 3 years old and thus the update from that old revision to now isn’t
smooth.

Based on the backlog, it’s hard to tell…  Maybe

    guix pull --no-substitute --fallback

could help.
