I'm also facing this issue on GUI Emacs.  For instance, even when one does
(find-file "path/to/any/org/file").

If anyone wants to reproduce:

- emacs -Q
- Help -> Search Documentation -> Emacs Terminology

I assume that reverting back to an older glibc version should fix this issue...
