Not really, but I see this is because ‘substitutable-path-info’ (called
from ‘references/substitutes’, called from ‘graft-derivation’) works
regardless of whether substitutes are enabled:

However, substitutes are not downloaded, so in this regard
--no-substitutes is honored.
