I looked into it a bit for my os-release file.
$ guile -L /path/to/checkout
(ins)scheme@(guile-user)> (use-modules ((guix config)))
(ins)scheme@(guile-user)> %guix-version
$1 = "1.0.1.19582-d7e9e"

$ guile -L ~/.cache/guix/pull/pjmkglp4t7znuugeurpurzikxq3tnlaywmisyr27shj7apsnalwq/
(ins)scheme@(guile-user)> (use-modules ((guix config)))
(ins)scheme@(guile-user)> %guix-version
$1 = "1.1.0-17.36a1925"

it seems to me that (guix config) could work
