Sorry.  First, I'm on ubuntu 18.04 x86_64.  I'm not running into problems.
I find it hard to believe that "cat" is the issue.   It saying it can't 
find ice-9/boot-9
from the GUILE_LOAD_PATH, which should be under modules.
I'm wondering if the build of guile binary completed.   If so, then you 
should be
able to type "meta/guile" from the top-level and get a working guile 3.0.0.
Can you do that?   Try
     $ meta/guile
