Yes, the Guile bindings are part of GnuTLS itself. See also the
instructions at
<https://gnutls.org/manual/gnutls-guile/Guile-Preparations.html>.
Now, as Mark notes, if you want to install Guix, I strongly recommend
using the binary installation tarball.
