Technically (following Ludo's answer) there is no program with Guile-WWW staying GPLv3+, even if it is combined with the Guile distribution. But then there's also the question of copyright assignment and ownership. If it works for you to keep the copyright, you will have continuing control of the license. But if you assign the copyright, it becomes the FSF's choice in future, presumably guided by what the maintainers at the time say.
