For me, it does "./configure && make && make install" on Linux, but
fails on Cygwin.
I guess by "Linux" you actually mean GNU/Linux, since the make program
can not run on the bare kernel. Unfortunately, the configure script
fails on my system (gNewSense):

Cygwin fails because I don't know how to do DLLs.
I do not plan to use Cygwin, so this is not a problem (for me, at
least).
