That's fine with me -- and I think we should revisit this text in the
not too distant future with an eye to how we might better handle
things as we improve our BUGS system. i.e. perhaps the protocol would
be: submit bug, ask on list about RC status for the bug, update the
bug headers accordingly when a decision has been made, etc.
