I see SCM_STRING_COERCE_0TERMINATION_X has become a noop in 1.8, but I
think it could usefully still do something like what it did in 1.6,
for compatibility.
I'm thinking that for IS_SH_STRING or IS_RO_STRING it should do
substring/copy, or whatever, so that you can then use
SCM_STRING_CHARS.
