In GUILE-VERSION, I think the libtool versioning
LIBGUILE_INTERFACE_REVISION and
LIBGUILE_SRFI_SRFI_13_14_INTERFACE_REVISION should be incremented, for
changes to the code there.

Except I'm not sure that's been done before has it?

(The soname doesn't change, just the sub-minor version on the library
filename.  Probably affects just about nothing.)
