Hello,
the last version of guile available for cygwin and debian/ubuntu is now
1.8.x.
Is there a plan to build the guile 2.0.x packages for cygwin and
debian/ubuntu ?

I believe debian maintainers are responsible for packaging Guile for
Debian. You should contact whoever maintains the Guile package there.
I don't know anything about cygwin.
