I have made fractions.test GPL for that reason.  CLISP is not
copyrighted by the FSF (although it is named GNU CLISP).  However, the
risk is very low that this will turn out to be a problem and then we
only need to remove fractions.test from guile, which is easy to do and
not very harmful.
