This is problematic since they are part of the API.  But they’re
undocumented, and as you say, most likely dead code.

So, can you instead deprecate them?  You need to replace SCM_API with
SCM_DEPRECATED, and put them (body and declarations) in

  #if SCM_ENABLE_DEPRECATED == 1

Hopefully they can be removed in 2.2 or so.
