In the current cvs it looks like guile-tools uses GUILE_VERSION
(1.7.0) to locate the scripts directory, but scripts/Makefile.am seems
to install to GUILE_EFFECTIVE_VERSION (1.7). Perhaps guile-tools.in
needs a corresponding update.
