Apropos of this file, it might be nice if SCM_TIME_UNITS_PER_SECOND
used sysconf(_SC_CLK_TCK) when that function is available. That'd
ensure it gets the right answer if someone has tinkered with their
tick rate. Perhaps make SCM_TIME_UNITS_PER_SECOND a global variable
initialized at program startup.
