Just use r5rs macros:
(use-modules (ice-9 syncase))
(define-syntax foo (syntax-rules () ((foo x) (list (bar x) x))))
(define-syntax bar (syntax-rules () ((bar x) (* x x))))
guile> (foo 5)
(25 5)
