In guile-1.8.2 (use-modules (srfi srfi-19)) warns:
WARNING: (guile-user): imported module (srfi srfi-19) overrides core
binding `current-time'
Apparently one can control this using the #:replace keyword:

Is there some reason srfi-19 doesn't use this?
