What checkout are you using?  This looks like an ancient thing.  Can you
make sure to clone the current Git repository?

  $ git-clone git://git.sv.gnu.org/guile.git
  $ cd guile
  $ git-branch --track branch_release-1-8 origin/branch_release-1-8
  $ git-checkout branch_release-1-8

Maybe this should be `gettext-dev'?
