Hi,

`strftime' was reported to be broken on AIX:

  http://thread.gmane.org/gmane.lisp.guile.bugs/3796

It is also said to be broken on Solaris.

Gnulib has an `strftime' module, which we should use in HEAD and borrow in
1.8.
