Make a keyboard macro.
Put <foo> in the kill ring. Place point after last paragraph. Define a
keyboard macro with something like
C-x ( M-{ C-u C-y C-o C-x )
Use C-x e (with a prefix) to repeat.
(Assuming blank lines separate paragraphs.)
