C-. is not an ascii character (though . is). Try
(global-set-key (kbd "C-.") 'forward-char)

This should work for Emacs, but I'm not sure what about XEmacs:
(global-set-key (kbd "C-.") *****)

And so should (global-set-key [(control ?.)] *****).
