Hi there,
With the recent change on confirm-nonexistent-file-or-buffer, ido can
not open any nonexistent file. There is no confirmation. It just fails
with this msg:
ido-read-internal: Must specify valid item

I can't reproduce this.
1. emacs -Q
2. M-x ido-mode RET
3. C-x C-f qwerty RET
=> file qwerty is opened
Please provide a recipe that shows this bug.

Start Emacs with -q and eval the following lines:
(ido-mode t)
(ido-everywhere t)
(setq ffap-require-prefix t)
(ffap-bindings)
Tested in GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600) of 2008-12-14.
