The patch is in the movemail executable. You can see in the ChangeLog

revision 1.82
date: 2005/02/04 22:10:50; author: schwab; state: Exp; lines: +8 -9
(fatal): Accept third parameter and pass down to
error.
(pfatal_with_name): Pass error string as format parameter instead
of as part of format string.
(pfatal_and_delete): Likewise.
(main): Adjust call to fatal.
(xmalloc): Likewise.
----------------------------
revision 1.81
date: 2005/01/29 16:56:30; author: rms; state: Exp; lines: +1 -1
(popmail): Don't use Errmsg as format string.
----------------------------

Now the 21.3->21.4 patch contains only the revision 1.81 change
AFAICS.

However, if you have a CVS version newer than 2005/02/04, you should
be fine. Also if your operating setup does not use movemail (namely,
if you don't use Emacs for reading mail).

The Emacs executable is not involved in this problem.

Anyway: the fix is in the trunk.
