Then I can make at least a small contribution ...
One topic in this file is
** url/*.el has lots of `(declare (special ...))' which
are meaningless. What's that trying to do?
As can be seen from the function cl-do-proclaim (in cl-macs.el),
it adds the specified variables to the list of bound variables for
byte compiling, i.e., byte-compile-bound-variables.
Maybe you can forward this information to the correct place.
