Still slow because of one bind/unbind per iteration.  If you want to
do it that way, anyway, you could avoid cl by using

(delq nil
  (mapcar
    (lambda (buf)
      (and (desktop-save-buffer-p ...)
           buf))
    (buffer-list)))

with hardly more effort.
