GFDL 1.3

GFDL 1.3

Should we be changing our manuals to GFDL 1.3+, rather than the
current 1.2+? Besides the Wiki stuff, it is my understanding there are
some other small changes in 1.3 that we might as well take advantage of.

I think it would be a fairly easy change to make.

Probably.  What, if any, are the changes we need to make, apart of
editing the blurb itself?

Indeed, we should.

Could you check to see what needs to be done for that?
I think we just need to replace all the references to (and copies of)
the GFDL.
