The format of the timestamp delimiters changed. In the newer versions the
whole timestamp has to be on one line, unless you change it yourself. So
you could delete it and insert a new one with the menu or C-c C-z t.
In my .emacs I have set
html-helper-timestamp-start "<!-- hhmts start -->\n"
html-helper-timestamp-end "\n<!-- hhmts end -->"

I fixed it by putting in spaces, but I like your idea better.
