Sorry no-one replied before now, but this issue isn't related to Emacs itself.
The "FAILED: update TAGS" message comes from emacs-helm-gtags, eg
https://github.com/syohex/emacs-helm-gtags/issues/161
I suggest reporting the issue to that project if you still have it.
