Someone suggested that Emacs has a hex edit mode but I can't seem to find
it?

The command to use is `hexl-find-file' to open a new file, or
`hexl-mode' to edit an existing buffer in hex mode.

interactively:

M-x hexl-mode

or, to associate it to files with, say,  .hex extension:

(add-to-list 'auto-mode-alist '("\\.hex\\'" . hexl-mode))

in your .emacs.
