Okay, yes, this works.....

 (process-send-string 
   (get-buffer-process 
    (current-buffer)) "cd ~\n")
  (cd "~")
  (insert-string "cd ~\n" ))


which changes the current working directory of the shell, the buffer,
and tells the user what has happened.
