If it wasn't for the propertized strings in mode-line-format, it would actually be easy for users to sort mode-line-format the way they like: they just rearrange the existing elements the way they like. What do you think about making little variables mode-line-dash and mode-line-space for them? What do you think about doing a custom type for mode-line-format?
