Prepare this file:

$ cat /tmp/E-7.el
(insert (make-char 'greek-iso8859-7 164))

Start Emacs in UTF-8 locale:

In Emacs: `M->', `C-x C-e', `C-x C-s'.  I get:

Expected behavior: Save the file in utf-8.

The same happens with the Emacs_22 branch.  I suppose it would work in
unicode-2, so its not too important for the trunk.  Is their a way to
make it work on Emacs 22 as well?
