[I have on my WinXP boxes emacs 20.7 & 22.1 under cygwin -- 
to show you that I am not a novice.]

I tried:
emacs-22.2-barebin-i386.zip
emacs.exe dies due to a missing file.  Sorry no details.

Took me too long to decide the problem is at your side ...

emacs-22.2-bin-i386.zip  
works OK
