I am beginging to use emacs on windowsxp and i am not able to get to display
the toolbar in emacs 21.3
i tried tool-bar-mode and nothing happens.
am i missing something?
appreciate any help.

The Windows build of Emacs 21 doesn't have tool bars. You may wan to
try the CVS version (Emacs 22) from
<http://ourcomments.org/Emacs/EmacsW32.html> or
<ftp://alpha.gnu.org/gnu/auctex/> (Emacs + AUCTeX bundle).
