Please describe exactly what actions triggered the bug

I've just downloaded Emacs CVS, bootstrap and installed.
When I type C-h v make-backup-files RET, I got the message:

And when you checked that file, what did you see? Did it exist? Was it
readable? Was it corrupt?

It looks like something funny happened, so if I were you, I would just
do a fresh build and see if that is better, paying close attention to
the build output.

Well, indeed, I've just deleted all my Emacs directory and started again.
Now, I can get a variable help.
But another problem (default font) happened, I'll submit another bug report.
