Please try and follow the guidelines from CONTRIBUTE for commit messages:
Bury RCIRC buffers when there is no activity
* lisp/net/rcirc.el (rcirc-non-irc-buffer): Remove.
(rcirc-bury-buffers): New function.
(rcirc-next-active-buffer): When there is no new activity,
use `rcirc-bury-buffers' to hide all RCIRC buffers.
