So why is DOS mode not turned on?
Why is one staring at all those ^M's?
The file appears in utf-8 mode, but dos mode is then forgotten.

This usually happens because some of the lines do not end in CRLF,
while others do.

However, I just downloaded http://www.planning.org/china/index.html
and I cannot reproduce the problem, neither in Emacs 21.4 nor in the
CVS version of Emacs.
