This line of nt/configure.bat puzzles me. What purpose does it serve?
if not exist ..\lisp\Makefile.unix rename ..\lisp\Makefile.in Makefile.unix
On in-place installs, the next "cvs update" will bring back
lisp/Makefile.in, and afterwards it is never copied again, so it grows
progressively stale. Moreover, Makefile.unix is not used anywhere
AFAICS.

I think this line is obsolete and should be removed.
