I have noticed recently the menus at the top of the main window
sometimes vanish, and I do not know how to get them back. Today I
actually saw them go, and it was when a diary entry caused the creation
of a popup frame reminding me of an appointment. As the frame
appeared the menu went.
1: Should this happen?
2: How do I get them back without restarting emacs?

No, unless the feature you are using deliberately makes them go away.

Try "M-x menu-bar-mode RET".
