You will see that in the Emacs > manual. That's mostly true, but the manual also has @kbd{TAB} and @kbd{C-c TAB}, for example. In any case, the explanation in the Texinfo manual should be more clear on this, IMHO. It should explain what keys are suitable for @key, and why.
