I am using the following defun on Microsoft Windows XP to get the
title of the file Winamp is currently playing. I found by trial and
error that cp437 works for me. :)

When playing the Icelanding piece "Hún Jörð" however, this is decoded
as "Hún JörÐ". Perhaps there is a tiny bug in cp437?
