For which kinds of toolkits? I was under the impression that only GTK, Windows and Mac scroll bars could not be dragged sideways. Certainly in older versions I have been able to drag the scroll bars sideways to resize windows, though I have been using GTK on GNU/Linux recently. Comments in `mouse-drag-vertical-line' seem to indicate that my memory is not faulty.
