BBDB exists for Emacs, I don't think anyone has ported it to any other
OS. I can confirm that it does run on the Windows port of Emacs
though.

Download and decompress BBDB somewhere on your path. Then put this
into your .emacs file:
(add-to-list 'load-path "<path-to-bbdb>\\lisp\\")
(load "bbdb-autoloads.el")
