    I don't _always_ get it either, but I do get it in fresh buffers:

    C-x b asdf RET C-home C-w ==> Lisp error: (mark-inactive)

If Transient Mark mode is enabled, this is correct behavior.
beginning-of-buffer sets the mark but does not activate it.

But transient mark mode was not enabled here. I have gotten this
infrequently as well (and I don't use transient-mark-mode at all),
but don't remember the circumstances, and whether this has happened
recently.

transient-mark-mode is disabled.

It did not fail for me when I tested it without Transient-Mark mode.
If it ever does fail for you, could you please try to debug it?
