I don't remember the exact reason right now, but see eg
send-mail-function in Emacs 23. Somehow (maybe me...) has helpfully
added this to the doc of custom-initialize-delay before now, so I was
just doing what it says.

Oh, right; it's because an autoloaded defcustom appears in loaddefs.el
as just a plain old defvar, with no :init or :standard-value.
